ARTICLE I  NAME 

The name of this organization shall be:

The Lucas County Chapter of the Ohio Retired Techers Association, Inc.

ARTICLE II  PURPOSE

A.  To cooperate with the Ohio Retired Teachers Assocation by promoting membership, legislation, programs and projects;

B.  To maintain and improve the social, educational, economic and recreational welfare and status of retired educators in Lucas County, the state of Ohio, and the United States;

C.  To help retired teachers maintain identity with the teaching profession and to further the cause of education;

D. To provide opportunities for meaningful contact with friends and associates of the active teaching years.

E.  To gather and disseminate information of value to members;

F.  To provide an organizational framework through which retired educators can continue a life of service to fellow members, their colleagues, and the community.

G.  To respond to community needs and to encourage retired teachers to contribute their talents and experience to the decision-making processes in their local communities.

H.  To encourage active educators to prepare for retirement; and

I.  To familiarize retired and active teachers with the benefits of membership in the Lucas County Chapter and the Ohio Retired Teachers Association.

ARTICLE III GOVERNANCE

The LUCAS COUNTY CHAPTER of the Ohio Retired Teachers Association shall be governed by its own officially adopted By-Laws.  These By-Laws shall in no way conflict with the By-Laws of the Ohio Retired Teachers Association.

ARTICLE IV AFFILIATION

The LUCAS COUNTY CHAPTER shall be affiliated with the Ohio Retired Teachers Association.

ARTICLE V MEMBERSHIP

Section 1 ACTIVE. Membershsip shall be open to any teacher or administrator retired from public schools, state or municipal colleges or universities of Lucas County who receives a retirement benefit from the state of Ohio teachers retirement system.  Also eligible is any teacher or administrator retired from a public school, college or university in any other county or state now residing in the Lucas County area.

Section 2  ASSOCIATE.  Associate membership shall be open to the non-teaching spouse of a deceased teacher or administrator or to any individual in the Lucas County area interested in the welfare of retired teachers and public education.  They may become an associate member by paying the regular membership fee.  An associate member shall have all the membership privleges except the right to vote, hold office or represent the Chapter.

Section 3  LIFE  LIfe membership shall be open to any person eligible for Active or Associate membership.

ARTICLE VI FINANCE

Section 1  FISCAL YEAR.  The fiscal year of the Lucas County Chapter of the Ohio Retired Teachers shall correspond with that of the Ohio Retired Teachers Association.  (January 1 through December 31)

Section 2  DUES

a.  Amount of Dues.  The annual dues for an active or associate member shall be $15.00 per year.  Dues for life members shall be $125.00.  These changes will be effective Janaury 1, 2005.

b.  Payment of Dues.  Active members are waived from paying dues when they are incapacitated due to ill health.  These members shall retain all membership privileges.

 Section 3  Annual dues for new members who join the Lucas County Chapter between July 1 and December 31 shall cover the remainder of the year and the following calendar year.

Section 4  FINANCES.  The Lucas County Chapter shall provide for an annual audit to be completed in the first quarter of each fiscal year.  This audit should be done by a Committee of Three: the Treasurer and two others appointed by the President.

ARTICLE VII  OFFICERS

Section 1  OFFICERS.  The officers of the Lucas County chapter shall be a President, President-Elect, First Vice-President, Second Vice-President, Recording Secretary, Corresponding Secretary, Treasurer, Assistant Treasurer, and Chapter Trustee.

Section 2 DUTIES

a.  President.  The President shall:

     1.  Preside at all Chapter and executive Board meetings.

     2.  Appoint, with the approval of the Excecutive Board,  chairmen of standing and special comittees.

     3.  Serve as Ex-officio member of all committees.

     4.  Communicate with the First Vice-President regarding the publication of THE SLATE, the chapter newsletter.

     5.  Serve as Chairman of the Program Committee.

b.  President Elect.  The President-Elect shall:

     1.  Work with the President and act as substitute when necessary.

     2.  Work with the President on the Program Committee.

     3.  Perform such duties as assigned by the President or Executive Board.

     4.  Automatically assume the office of President for the next Administrative year.

c.  First Vice-President.  The First Vice-President shall:

     1.  Be responsible for the publication of the newsletter, THE SLATE.

     2.  Perform such duties as are assigned by the President or Executive Board.

d.  Second Vice-President.  the Second Vice-Presidnet shall:

     1.  Be responsible for notifying the Treasurer of a member’s death so that funds can be transferred to the Memorial Fund.

     2.  Contact the family of a deceased member to advise of the donation to the Dr. White Scholarship Fund in the deceased’s name.

     3.  Keep a complete file of the deaths of all members.

     4.  At the end of the year, list all death of the year as “In Remembrance” in THE SLATE.

e.  Recording Secretary.  The Recording Secretary shall:

    1. Record and keep a permanent file of minutes of all General and Executive Board meetings.

     2.  Have available for reference a copy of the Chapter By-Laws, RTA and O.R.T.A. handbooks, a list of Officers and Committees, and a calendar of events.

f.  Corresonding Secretary.  The Corresponding Secretary shall:

     1.  Be responsible for all letters of acknowledgment and thank you.

     2.  Keep all external communications on file for one year.

g.  Treasurer.  The Treasurer shall be responsible for the following:

     1.  Collecting and recording the receipt of dues

     2.  Paying all bills provided for in the budget or cconfirmed by the President.

     3.  Keeping a proper set of books on the computer.

     4.  Rendering a financial report at each Board meeting as well as to the Board or the Chapter membership, if requested by the Executive Board.

     5.  Presenting the books for an annual audit.

     6. Issuing Membership cards.

     7.  Forwarding members dues to O.R.T.A.

h.  Assistant Treasurer.  The Assistant Treasurer shall:

     1.  Be responsible for collecting all monies for reservations, projects and gifts, excluding dues.

     2.  Assist the Treasurer as requested by the Treasurer or President.

i.  Chapter Trustee.  The Chapter Trustee shall represent the Lucas County Chapter on the Official Board of the Ohio Retired Teachers Association, informing the Executive Board and membership of all developments which relate to them.  Section V of the By-Laws of the Ohio Retired Teachers Association as amended in October 1986 states that “Annually each Chapter maintaining a paid-up membership of the Association of not fewer than 300 shall be entitled to elect a Chapter Trustee…”  Trustees may be elected for a two-year term and may succeed themselves once.”  (Our Lucas County Trustee is elected for two years.)

ARTICLE VIII EXECUTIVE BOARD

Section 1  The Executive Board shall consist of the elected officers, the chairmen of the standing committees, ad hoc committees, and the immediate Past President.

Section 2  Duties.  The Executive Board shall:

     a.  Carry out the instructions of the membership.

     b.  Plan the work to be accomplished by the Chapter.

     c.  Carry on the general business of the Chapter.

     d.  Have the general power to administer Chapter affairs between general meetings and shall report its actions to the membership.

     e.  Recommend an annual budget to the members

     f.  Recommend additional standing or special committees.

Section 3  Meetings.  Meetings of the Executive Board shall be called at the request of the President, or at the request of three (3) members of the Executive Board.

Section 4  Quorum.  Attendance of seven (7) members of the Executive Board at the meeting shall constitute a quorum.

ARTICLE IX ELECTION AND TERMS OF OFFICE

Section 1  An election shall be held each year for all officers except the President and Chapter Trustee.

Section 2.  Nominations.  A nominating committee shall be appointed by the President before the Annual Meeting of the Chapter held in October.  It shall be composed of five (5) members, at least one (12) of whom shall be a member of the Executive Board.

This committee shall select a nominee for each office: President Elect, First Vice-President, Second Vice-President, Recording Secretary, Corresponding Secretary, Treasurer, Assistant Treasurer and Chapter Trustee (in the year needed) to be presented for consideration of the members at the September meeting.

Section 3  At the October meeting nominations may be made from the floor provided prior consent of the nominee has been obtained.  In which case, the election shall be by ballot with the President appointing tellers to tally the ballots.

Section 4  If no additional nominations are presented from the floor at the October Meeting, the report of the nominating committee, upon Adoption, shall constitute an election.

Section 5  Newly elected officers shall be installed at the Executive Board meeting immediately preceding the December meeting.  They then will be presented at the December meeting.

Section 6 Terms of Office.  All officers shall begin their term on January 1.  Officers shall serve a term on one (1) year.  All officers shall be eligible for re-election, except for the President and President-elect.  The Chapter Trustee is elected for two (2) years and may serve on (1) additional term of two (2) years for a total of four (4) consecutive years.

Section 7.  Vacancies.  All vacancies in elected officers shall be filled for the remainder of the term by the Executive Board or by the Presidnet with the approval of the Board.

ARTICLE X MEETINGS

Section 1  Regular Meetings.  There shall be at least six (6) regular meetings of the Chapter each year.  The October Meeting shall be known as the “Annual ” meeting.

Section 2  Special Meetings.  The President of Executive Board may call Special meetings as needed.

Section 3  Executive Board Meetings.  They shall be called by the President or at the request of the Executive Board.  Any interested person is welcome to attend.

Section 4  Quorum.  The membership attending a regular meeting shall constitute a quorum

ARTICLE XI COMMITTEES

Section 1

     a. Standing Comittees.  There shall be standing committees as follows:

  • Budget and Finance
  • Community Participation
  • Courtesty
  • Historian
  • Informative and Protective Sevices
  • Legislative
  • Membership
  • Nominating
  • Policy
  • Pre-Retirement
  • Program
  • Public Relations
  • Scholarship
  • Social
  • Innvocation

     b.  Additional committees.  There shall be additional Standing and Special committees as shall be considered necessary to carry on the work of the Chapter.

Section 2.  Duties of the Chairpersons.  Chairpersons of committess shall:

     a.  Develop committee objectives and meet when necessary to carry out these objectives.

     b.  Develop committee activity reports for the President, Executive Board, and membership as needed.

     c.  Motivate committee members to carry out their repsponsibilities, involving all committee members.

ARTICLE XII STANDING RULES

Section 1  Dues.  The Executive Board, with the approval of the Chapter membership shall determine the amount of membership dues and, if necessary, change them to meet the needs of the Chapter.

Section 2  Payment of Bills.  All bills are to be paid by the Treasurer and the amounts included in the printed monthly report of receipts, expenditures and disbursements.

Section 3  Compensation.  Officers shall serve without compensation, except the Treasurer and Computer person who may be given an honorarium.  The amount will be determined by the Executive Board.

Section 4  Bonding of the Treasurer.  The Treasurer shall be bonded.  The amount will be determined by the Executive Board.  Any monetary expenditures and transfers, other than those designated in the annual budget and/or defined in Article VII, Section 2g, shall be approved by the Executive Board.

Section 5  Expenses.  Members may be paid for attending Chapter related functions on approval of the Executive Board.

Section 6  Speaking at meetings.  Any person (member or non-member) wishing to address the membership at a regular meeting, or in the Slate, must have the approval of the President.  The President shall ask the person to make his/her request to the Executive Board, if the request involves:

     a.  Providing a “service’ to our membership,

     b.  Anything of a political nature,

     c.  Personal gain on the part of the person making the request,

     d.  A situation where-in the President wants help in granting or denying the request.

Section 7  Board approval is also necessary for someone to place printed materials on tables or have a display table set up at a regular meeting.  The “printed materials statement” does not apply to someone who is an approved program speaker.

Section 8  BY-LAWS

     a.  The By-laws shall be reviewed within a period of five (5) years following the date of the last revision.  If changed, the Revised By-Laws must be approved at a Regular Membership Meeting.

     b.  A copy of the By-Laws will be distributed to each Board member at the first meeting of the year at which time the Board members will read the By-Laws.

Section 9  Rules of Order.  Robert’s Rules of Order, Revised shall govern this Chapter in all cases in which they are applicable and not inconsistent with these Chapter By-Laws.
